All new residential housing projects in the City of Maple Grove must be submitted as a Planned Unit Development and are scored using a Project Points System (PPS) scoring guide. The project must receive a minimum 75 percent of the possible points to be considered for approval by the City Council.

The provision provides developers with incentives to build certain percentages of affordable housing at different levels of the Regional Median Income (RMI); the higher number of units built at higher percentages of the RMI the more points the developer receives.

The affordability provision offers a maximum of 31.5 points. There are a total of 45 provisions in the PPS and only 4 of them rank higher than the affordability provision.
