Woodbury Housing Implementation


Woodbury’s 2008 [housing implementation plan] is a very good example of providing for a full range of housing choices by adopting flexible regulatory and using numerous financial tools. Woodbury’s policy toolbox includes the city's consideration of:

• density bonuses for affordable units;
• actively seeking partnerships with affordable housing developers;
• proactive identification and acquisition of sites for affordable housing;
• use of tax exempt bonds;
• use of tax increment financing;
• waiving city fees;
• use of HRA levy.
